Portland City Council Recap: February 28, 2022

Council News

The City Council acted upon the following items at the February 28, 2022 meeting:

  • Order 143-21/22 Approving Collective Bargaining Agreement w/American Federation of State, County and Municipal Employees (AFSCME) Local 481-07 Supervisors
     (Passed unanimously)
  • Order 145-21/22 Amendment to Portland City Code Chapter 33 Re: Hazard Pay in Effect during Mask Mandate 
    (Motion made to postpone this item indefinitely; Passed 6-3; Councilors Pelletier, Zarro, and Trevorrow opposed.)
  • Order 147-21/22 Extending Charter Review Commission Deadlines (Passed unanimously; Charter Commission prelim report is now due on or before May 9 with a final report due on or before July 11.)
  •  Order 148-21/22 Approving the Housing and Urban Development Citizen Participation Plan for the City of Portland (Passed unanimously)
  • Order 149-21/22 Setting the Public Hearings on 2022-2026 Housing and Urban Development Five-Year Consolidated Plan, Fiscal Year '23 Annual Action Plan & Appropriations for Community Grant Development Block Grant Program, HOME Program, Emergency Solutions Program (Passed unanimously)

The Council also voted unanimously to approve the appointment of Kari L. Twaite as a new Associate Corporation Counsel. Ms. Twaite will work for the City’s Office of Corporation Counsel assisting primarily with land use and regulatory legal matters. Since 2015, Ms. Twaite has worked for the U.S. Department of Energy as an attorney working on a variety of environmental and energy matters. She holds active bar memberships with Maine, Massachusetts, and Washington, D.C. Ms. Twaite earned a Bachelor of Arts degree from Bowdoin College, a Master of Environmental Management from Yale University, and her law degree from Vermont Law School. Ms. Twaite is eager to return to Maine. Her appointment is effective on March 14, and her annual salary will be $106,671.
