Preble Street Sewer Separation Phase 1 Begins March 18


The City of Portland’s Water Resources Division of Public Works, in keeping with the City’s EPA Consent Decree and Combined Sewer Overflow (CSO) long term control plan, is preparing to start construction on March 18 of a sewer separation project located within Preble Street Extension and Marginal Way. Much of the project area is serviced by combined sewer systems, which convey both sanitary sewer and stormwater flows to the East End Waste Water Treatment Plant. During rain events, when stormwater and sanitary sewer flows exceed the capacity of the combined sewer system, combined sewer overflows occur discharging untreated flows into Back Cove. The goal of this project is reduce CSO activity into Back Cove by installing separated stormwater drains in the project area.

During the week of March 18, construction of the new separated storm drain system will begin. The construction will start near the 295 overpass on Preble Street Extension, with the installation of 60” storm drain pipe. Work will progress along Preble Street Extension and continue towards the intersection with Marginal Way. During the construction work on Preble Street Extension, the roadway will be reduced to one outbound lane only. This work will continue for approximately one month.

There will be a two week period where Preble Street Extension will be closed on the weekends only for installation of new separated storm sewer across Preble Street. The new pipes will cross Marginal Way at Preble Street, and also go along Marginal Way, westerly, towards Forest Avenue stopping before the intersection. The work within Preble Street at the Marginal Way intersection will require several weekend closures of the intersection. The Public Works department will work closely with the City’s public relations staff to provide proper advance notice of the closures to the public.
