Leashed Areas

Your dog must be on a eight foot maximum leash on all streets and publicly owned property including Back Cove and the Skate Park. There are several areas where your dog can be on a longer leash or under voice control.  The full leash rules for all City properties can be found in Chapter 5 of the City Code.

Leashed (Max 25 Feet)

Dogs must be leashed (max of 25 ft.) in the following areas:
  • Baxter Pines
  • Bayside Park
  • Deering Oaks
  • Dougherty Field
  • Eastern Promenade (see additional information below)
  • Evergreen Cemetery (dogs allowed on roads and paths only, not on gravesites)
  • Longfellow Park
  • Quaker Park
  • Stroudwater Park
  • Western Promenade

Unleashed & Under Voice Command

Dogs can be unleashed at the following locations (must be under voice command):
  • Any city-owned island park area and open space (unless posted otherwise)
  • Baxter Woods
  • Canco Woods
  • Capisic Pond Park
  • East End Beach (day after Labor Day to day before Memorial Day)
  • Eastern Promenade Park (see additional information below)
  • Evergreen Cemetery (to the north and west of Northern Avenue in undeveloped wooded area)
  • Ocean Avenue Open Space
  • Pine Grove Park
  • Portland Arts & Technology School (wood behind at 196 Allen Avenue)
  • Presumpscot River Preserve
  • Quarry Run Dog Park
  • Riverton Trolley Park
  • Valley Street Park


The Council Emergency order restricting off-leash dogs on all city properties between the hours of 10 AM and 5 PM remains in effect until May 10th, 2021, and is subject to extension by the City Council. This affects all parks and open areas in Portland where dogs are usually allowed off leash and under voice control. Dogs continue to be permitted off leash and under voice control in the Ocean Avenue Dog Park and the Valley Street Park.

Eastern Promenade Information

Dogs are allowed in the Eastern Promenade park within the area bounded by the following:
Cutter Street to the lower sidewalk to the exit side of the Fort Allen roadway and back to Cutter Street
East End Beach and the mid-slope nature path.

Said areas of Eastern Promenade Park are to be open to dogs under voice control from Memorial Day through Labor Day from 5 to 9 a.m. and 5 to 10 p.m. of each day, and from Labor Day through Memorial Day from 5 a.m. to 10 p.m. of each day.

No Dogs Allowed

There are no dogs allowed (with the exception of those assisting the visually impaired) on any playfields, school yards, or playgrounds.
