State of Maine law requires that excise tax be paid to municipalities annually at time of vehicle registration / re-registration. Excise tax amounts are based on the vehicle's MSRP (Manufacturer's Suggested Retail Price) and year of manufacture.

To RE-register your Motor Vehicle, you will need….

1. Current Proof of insurance for the vehicle
2. Previous registration
3. Mileage on current vehicle

To register a New Vehicle purchased from a Dealership, you will need…..

1. Copy of the Monroney (Window) Sticker from the Dealership.
2. Current Proof of Insurance for the vehicle
3. Previous Registration (if you are planning on taking a credit from a vehicle previously registered in your name and that you no longer are in possession of)
4. Mileage on the vehicle
5. Invoice from the dealer showing Maine sales tax has been paid (this will be needed at Bureau of Motor Vehicle)
6. After excise taxes have been paid, you will need to go to Bureau of Motor Vehicle for plates.

To register a Vehicle from a Private Sale or a Used Car, you will need…..

1. Bill of Sale (The document must have year, make model, serial number, current mileage, date of sale and a statement indicating the amount of the sale, who the vehicle is being sold to, and must be signed by the seller)
2. Current Proof of Insurance for the vehicle
3. Previous Registration (if you are planning on taking a credit from a vehicle previously registered in your name and that you no longer are in possession of)
4. Mileage on the vehicle
5. Title of the vehicle if the model year is 15 years old or newer.
6. After excise taxes have been paid, you will need to go to Bureau of Motor Vehicle for plates.

To Change your address, you will need….

1. A bill showing a Portland Address. This bill can be a utility bill, cell phone bill, etc.
2. If from out of State, you will need in addition to a bill, the Loan Document or title, proof of insurance with a Portland address, and previous registration.
