Welcome to Under the Clock Tower, the quarterly newsletter of the City of Portland’s Department of Planning & Urban Development. This newsletter is designed to provide information on the work of the Department and other news related to urban planning in the City of Portland. We hope it will provide you with a taste of the varied activities the Department undertakes to enhance the built environment and quality of life for residents and visitors.
The Department consists of three divisions:
The Housing and Neighborhood Services Division administers the Community Development Block Grant that we receive each year from the U.S. Department of Housing and Urban Development, as well as administering affordable housing financing programs, neighborhood revitalization, and related program planning.
The Inspections Division is responsible for building, electrical and plumbing permits and code enforcement. In addition the Inspections Division houses the Zoning Administration Office.
The Planning Division programs include Comprehensive Planning, Development Review, Historic Preservation, and Public Art.
