The City Manager’s Policy Advisory Committee advises Portland’s City Manager on Housing and Community Development budget and related issues. Its primary annual task is to develop a budget recommendation for the City’s Community Development Block Grant Funds, HOME funds and Emergency Shelter Grant funds.
