City to Break Ground on New Homeless Services Center

The City of Portland will join with its partners and community members on Tuesday, March 29 at 11:00 AM at 654 Riverside Street to break ground on the new Homeless Services Center (HSC). The HSC will transform the way in which the City and its partners provide critical services to those experiencing homelessness. The new site will replace the City’s current emergency shelter at Oxford Street, which was not designed to serve in this capacity, and can only serve clients with mats on the floor. 

The HSC was approved by the City Council on June 17, 2019, calling for the creation of a modern homeless services center with emergency shelter access and complete wrap-around services to be located at 654 Riverside Street on vacant, City-owned property. City staff issued an RFP in February 2021 soliciting proposals from private developers to build and then lease the new facility for the City to operate. The City Council selected Developers Collaborative in June 2021. 

The City is partnering with several local service providers to provide critical wrap-around services on-site at the new HSC. These partners include:  Preble Street, Amistad, The Opportunity Alliance, and Greater Portland Health. Meals and healthcare services will be available on-site as well as services that help clients with re-entering the workforce and finding transitional housing.
