Back Cove West Storage Conduit Neighborhood Meeting

The Portland Department of Public Works would like to invite you to a neighborhood meeting to review the design of the Back Cove West Storage Conduit Project. A map at the end of this notice will assist in defining the project boundaries.

The meeting is scheduled for Wednesday, March 4, 2020 from 6 PM – 7 PM. at Public Works 250 Canco Road in the Conference Room. Please enter from the front door facing Canco Road and the best place to park is on the street. Please join us to receive a description of what the project intends to achieve.

This project will involve the construction of a large box conduit within Baxter Boulevard from the Cheverus track area to Dartmouth Street. This conduit will capture combined sewer overflows (CSO) before they go into Back Cove. The project will also involve new sewer and storm drains in Dartmouth Street from Baxter Boulevard to Forest Avenue. The streets will receive full reconstruction once complete. The project will begin construction starting in October 2020.

On the Public Works website, you will find project information as well as an online survey. Filling out the online survey will help you to stay informed of the project’s progress and it will help the City with its design. The website is located at this address: https://www.portlandmaine.gov/2577/Back-Cove-West

We would also like to take this opportunity to advise you to coordinate, underground utility work within the street right-of-way (either repairs, changes, or connections) which will affect your property, prior to the start of this project. The principal types of underground utility work include:

a) termination or installation of natural gas service

b) repair or replacement of sanitary sewer building connections

d) repair or replacement of storm drain building connections

e) construction of a new building or structure resulting in the need to connect to all utilities

f) replacement or installation of a water service or fire service

h) in areas of subdivisions within the City, served by a total underground utility system, all utility connections (gas, power, telephone, public cable, etc.) would be involved.

Please make all repairs, changes or connections to the underground utility system before your street is paved, thereby avoiding excavation of new pavement and accruing (5yr) moratorium fees.

We look forward to meeting with you to discuss this project. If you are unable to attend the meeting please feel free to send your written comments with a neighbor or mail them to Nathaniel Smith, who can also be reached at 874-8818 or nhs@portlandmaine.gov
