Rowe Avenue Sewer Separation Project

The Department of Public Works would like to update you on the status and activities regarding the above
referenced project. A map at the end of this notice will assist in defining the project boundaries. This project is
being completed to help the City with their efforts to prevent Combined Sewer Overflows (CSO) into the Fore
River Estuary and to fix stormwater erosion issues being caused by failing infrastructure.
On Wednesday December 27th, the City’s contractor, Gorham Sand and Gravel, will begin efforts to clear trees  within the city of Portland’s sewer right of way area from Rowe Avenue towards the end of Hillcrest. Work will occur in the wooded Right of Way area for the first 3 months of the project. Once the frost thaws out of the ground the contractor will begin installing storm drain pipe within Rowe Avenue. Work within Rowe Avenue will be between 51 and 37 Rowe Avenue. The project is currently scheduled to be completed by the end of May 2018.
This project will separate the existing combined sewer in Rowe Avenue to a separate sanitary sewer and stormwater drain. The sanitary sewage will head to the wastewater treatment plant while the stormwater will be conveyed through a new storm drain discharging into the headwaters of the Fore River Estuary. The project will also be constructing a new carriage style maintenance road along the City’s sewer right of way to allow for future maintenance of the sewer and storm drainage infrastructure. The intent of this project is to reduce CSO activity at
CSO location 39, which currently discharges into the Fore River Estuary. The project will also repair two culverts within the sewer right of way that are failing. The project will be comprised of the following components: new storm drain,new catch basins,drain manholes, tree clearing and the installation of the maintenance road.
Work will occur on weekdays between the hours of 7am and 7pm. While work is underway within the sewer right of way, Portland Trails will be temporarily closing the Hillcrest trail that heads towards Jewell falls.
Portions of the road where the contractor is working will be posted as “No Parking” as necessary when construction activities warrant it. This is done to protect your vehicles and to make moving around the site safer for the contractor as there will be a lot of construction activity.
Trash and recycling pick up for all streets will remain the same. Please make sure both trash and recycling are at your curb by 6:00 AM as collection times may vary due to the construction.
