About the Committee

The Sound Oversight Committee meets with new entertainment license applicants when the license application is referred to the team either by the City Council or by the Nightlife Oversight Committee.

The Sound Oversight Committee makes recommendations to the applicant regarding actions it can take to mitigate noise and makes any recommendations regarding noise mitigation it deems necessary to the City Council for consideration.

The Sound Oversight Committee consists of four members appointed by the City Council with the following requirements:
  • One member must be a city employee nominated by the city manager
  • One member must be a police officer nominated by Portland’s Downtown District Board
  • One member must be an entertainment licensee nominated by the Nightlife Oversight Committee
The police officer acts as the chair of the committee and is a nonvoting member, except for casting the deciding vote in the event of a tie.
